For police records specifically, start with the Records Unit. They handle most routine requests. Include your full name, address, phone number, and a clear description of the records. Put "FOIA" in the subject line for email requests.
The city must respond within five business days. A ten-day extension is allowed for complex requests. Standard copy fees are up to $0.10 per page. Labor gets charged at the hourly rate of the lowest-paid employee who can do the work. If the total goes past $50, they may ask for a 50% deposit. The first $20 is reduced for indigent requesters. There is no fee for records already posted on the city website.
